This is a Simpson 467 (AN/PSM-45 is a military designation) digital multimeter that measures AC and DC Voltage and Current, and Resistance, with a peak hold function and is battery operated. Comes in a carrying case and has the standard accessories. Has been fully tested and known to be good . The ranges are :
DCV: 200mV, 2V, 20V, 200V, and 1000V
ACV: 200mV, 2V, 20V, 200V, and 750V
DCI/ACI: 200uA, 2mA, 20mA, 200mA, and 2000mA
OHMS: 200 Ohms, 2K, 20K, 200K, 2000K, and 20M ohms
