This is a USN NAVY VTVM AN/USM-116B Vacuum Tube Voltmeter (VTVM) with built-in connected probes. The meter is made by Hickok, and also has a part number of ME-180B/USM-116.
The measurement ranges available are:
DC Current: 20 microamps to 1000 milliamperes
Resistance: .2 ohm to 1000 megohms
5 M ohms shunted by 1.3 pF at 300 kHz
125 K ohms shunted by 1.1 pF at 50 mHz
The case shows some definite wear, but no dents, gouges, cracks, or breaks. The rubber seal on the inside of the lid is present but loose. Two of the knob sets are not original, but are still bakelite and look fine for the era (old HP scope knobs).
