Portable electronic hydraulic oil filter cart

From what I can tell they use a electronic filter along with a standard type oil filter.
The electronic one cleans the oil much better than a standard filter.
You can see in the picture inside the blue panel, it looks like a filter with 2 leads going to it.
I have no clue how this works or how to test it. I did run the pumps, they seem fine.
They have castor wheels, they were removed to attach to pallet.
Your getting 1 unit there are 2 in the pictures.
